TORONTO: In a major restructuring of its economic immigration system, the Ontario Immigrant Nominee Program (OINP) has completely scrapped all nine of its existing provincial immigration pathways. The unexpected legislative amendment, enacted on May 30, 2026, completely eliminates the traditional avenues foreign nationals previously used to secure Permanent Residency (PR) easily through Canada’s most populous province. While the provincial government has not yet officially launched its replacements, officials clarified that this drastic measure aims to build a more streamlined and efficient economic immigration model for the future.
The abrupt cancellation is set to impact hundreds of thousands of active aspirants worldwide who were eyeing Ontario as their gateway to Canada. However, the Ontario government has offered major relief to those already in the pipeline, confirming that all applications submitted prior to the policy change will still be processed and evaluated under the previous regulations. Despite the immediate setback, the transition is expected to eventually clear the way for a more targeted system.
To replace the legacy pathways, Ontario is planning to introduce five newly structured immigration streams. This upcoming framework is expected to feature a high-skilled worker track, a low-wage worker track for general laborers, a dedicated healthcare stream for medical personnel, an entrepreneur stream for new business investors, and a specialized STEM and research track designed to attract top talent in science and technology. Under the new legislation, the provincial Immigration Minister holds the direct authority to declare and implement these programs, signaling that official updates and updated eligibility guidelines could drop at any moment.
Although this structural overhaul has been under discussion since December 2025, final eligibility criteria remain under wraps. However, early indicators suggest that candidates holding valid employer job offers, alongside healthcare professionals like registered nurses and lab technicians, will receive top priority in the upcoming selection cycles. Authorities have strongly urged candidates to closely monitor the official OINP website for immediate updates and specific criteria guidelines.
The nine major immigration pathways officially shut down by the Ontario administration include the highly popular Foreign Worker, International Student, and In-Demand Skills streams. Additionally, elite educational routes like the Masters Graduate and PhD Graduate streams have been terminated, alongside Express Entry-linked pathways including the Human Capital Priorities, French-Speaking Skilled Worker, and Skilled Trades streams. The legacy Entrepreneur stream has also been fully phased out to make way for the new model.
