Canada Updates LMIA Wage Thresholds: Key Changes Effective July 17, 2026

Employment and Social Development Canada (ESDC) has officially implemented new hourly wage thresholds for the Labour Market Impact Assessment (LMIA) program, effective July 17, 2026. This update is set to significantly reshape how jobs are categorized under the Temporary Foreign Worker Program (TFWP) across Canada. The updated wage limits play a critical role in determining whether a job falls under the High-Wage Stream or the Low-Wage Stream, with positions offered at or above the provincial or territorial median wage threshold qualifying for the high-wage category, and those below directed to the low-wage category.

With the exception of the Northwest Territories, almost all Canadian provinces and territories have experienced an increase in their hourly wage thresholds. The most significant jump was recorded in Nunavut, which saw a three-dollar increase in its hourly wage limit, while major economic provinces like Ontario, British Columbia, and Alberta also adjusted their thresholds upward to reflect changing economic conditions. This policy shift means that employers who do not raise their wage offerings to match the new limits may find their applications pushed into the Low-Wage Stream, which carries stricter compliance rules, including longer mandatory advertising periods and localized workforce caps.

These updated thresholds only apply to new LMIA applications submitted on or after July 17, 2026, meaning that existing work permits and applications received prior to this date will remain unaffected. Employers must ensure that the wages offered in new submissions strictly align with the revised provincial standards to avoid processing delays or unexpected classifications. Foreign workers planning to apply for Canadian work permits are strongly advised to coordinate with their employers to verify their job stream category and ensure all requirements are met under the new rules.
