OTTAWA-Canada is offering new opportunities for French-speaking international students to study and obtain permanent residency through the Francophone Minority Community Student Pilot (FMCSP). Applications for the next phase of the program will open on August 26, making 2,970 study permits available to students from 33 French-speaking countries. Following its initial success, the pilot scheme has been officially extended until August 25, 2027.
To qualify, candidates must secure admission into a degree or diploma program lasting at least two years at a designated learning institution located outside Quebec. Applicants need to demonstrate French language proficiency at NCLC Level 5. A major highlight of this stream is that applicants are exempt from submitting a Provincial Attestation Letter (PAL), which is usually mandatory for other international students.
The scheme offers a direct pathway to permanent residency (PR) upon graduation without requiring prior work experience or a job offer. Graduates awaiting PR processing are eligible for an open work permit valid for up to three years, furthering Canada’s efforts to retain qualified French-speaking talent outside Quebec.
